Somalia: Holds Third National Cybersecurity Forum in Mogadishu

MOGADISHU, December 22, 2025 (Somalia Tribune) – The Third National Cybersecurity Forum officially opened in Mogadishu on Monday, aiming to strengthen Somalia’s digital security ecosystem and foster collaboration between government institutions, academia, and the private sector. The two-day forum, organized jointly by the National Communications Authority (NCA) and Mogadishu University under the theme “Promoting Digital Security in Somalia,” brings together senior government officials, policymakers, cybersecurity experts, representatives from telecommunications operators, Internet Service Providers (ISPs), financial institutions, academic researchers, and civil society organizations.

Speakers at the opening highlighted the growing importance of cybersecurity in safeguarding Digital Public Infrastructure (DPI) and the need for updated regulatory, policy, and institutional frameworks to address increasing cyber risks. Mogadishu University President Dr. Ibrahim Mohamed Mursal emphasized the critical role of collaboration among government, academia, and the private sector to build a secure digital ecosystem.

NCA Director General Mustafa Yasin Sheikh described cybersecurity as a foundational pillar of Somalia’s digital transformation agenda, stressing that countering cyber threats requires coordinated efforts across all sectors. He reaffirmed the NCA’s commitment to strengthening regulatory frameworks, enhancing technical capacity, and protecting national communications infrastructure and digital services.

Minister of Communications and Technology Mohamed Hassan Mohamed noted that cybersecurity is a national priority, directly affecting governance, economic growth, and public trust in digital services. He highlighted that the ministry is actively working on developing and enforcing cybersecurity laws and policies, with the Cybersecurity Law currently under parliamentary review.

Over the course of the forum, participants will engage in keynote addresses, expert presentations, panel discussions, academic research papers, and tabletop exercises. These sessions will focus on cybersecurity governance, public–private partnerships, national awareness, and coordinated incident response. The aim is to produce practical recommendations to strengthen Somalia’s national cybersecurity posture, safeguard critical digital infrastructure, and ensure a secure and inclusive digital future.

The Third National Cybersecurity Forum marks a significant milestone in Somalia’s efforts to build resilient digital security frameworks, protect its Digital Public Infrastructure, and reinforce the country’s commitment to a trusted, safe, and progressive digital environment for all citizens.
