Somalia: Turkey Launch Fisheries and Blue Economy Partnership

MOGADISHU, December 17, 2025 (Somalia Tribune) – Somali Minister of Fisheries and Blue Economy Ahmed Hassan Adan on Tuesday signed a major cooperation agreement with Turkish industrial group OYAK, marking a significant step toward developing Somalia’s marine resources and blue economy.

The signing ceremony took place in Ankara, formally launching the Cooperation and Marine Production Development Partnership, an initiative aimed at protecting Somalia’s marine environment while increasing the economic value of its fisheries sector.

Speaking at the event, Minister Ahmed said the partnership will attract direct investment into Somalia’s blue economy infrastructure, with a strong focus on sustainability, job creation, and international standards.

Boosting Fish Production and Processing Capacity

Under the agreement, Somalia aims to:

Increase fish production to meet international export standards

Establish domestic fish processing and cold-chain industries

Strengthen the technical skills of Somali fishermen

Integrate Somali seafood products into the global supply chain

“This initiative will modernize Somalia’s fisheries sector and unlock its vast marine potential,” the minister said.

Maritime Security and Job Creation

Maritime security is a central pillar of the deal, with joint measures planned to combat illegal fishing and protect Somalia’s territorial waters. The project is also expected to create thousands of jobs, particularly for youth and coastal communities.

The signing was witnessed by Minister of Ports and Marine Transport Abdulkadir Mohamed Nur and Director General of Fisheries Abdi Dirshe.

Strengthening Somalia–Turkey Relations

Minister Ahmed praised the Turkish government and OYAK for their confidence in Somalia’s improving security and investment climate, saying the agreement reflects growing international trust in Somalia’s recovery.

Officials from Turkey’s Ministries of Defense, Agriculture and Forestry, and Foreign Affairs, along with OYAK executives, described the deal as strategically important and said it reinforces the long-standing partnership between Somalia and Turkey, supporting shared goals of economic growth and employment.
